Except of course, when government wants to extract money from the business, by making crony deals to do things like limit competition for campaign cash. Such as creating taxi medallions, or forcing some businesses to subsidize others. Of course it doesn't have to be "antagonistic", it can be "collusion." Or government could stay out of business and let the free make make decisions, but that lack of government power, doesn't make politicians richer. Politicians want their hands controlling business.
